Distribute the petals evenly around the star's center. The points of the North, South, East and West pointing petals should just barely reach the edge of the center square. Pin in place when you are happy with the arrangement. Turn under an edge as you go ahead and appliqué each petal down....

Pin the Color 1 circle of fabric in the block's center so that it covers the petals bases. Appliqué down, and that's the block! This has some nice dimension to it!

Here's a quilt to contemplate, with borders that mimic the rows surrounding the blocks, and cut outs for bed posts...
