The first thing that I would recommend that you do, is go to the Practice Paper Piecing Page.  When you feel comfy with paper piecing, come on back and try a Carnival Time Block! You will need to print out two copies of the template page per block you want to make on very lightweight paper. A Fat Quarter of each fabric will be plenty!

After your units are pieced, join them to make quarter blocks. Next...sew pairs of quarter blocks together to make rows, then join the rows! Done! 

The quilt is four blocks by five, with a pieced border :o)
